Volodymyr Poltavskyi, Director of the WWL Representative Offices in Ukraine and Europe.
Volodymyr is a Ukrainian civil servant who has more than 25 years of experience in state and patronage positions at almost all levels of government – from the Kharkiv City Hall and the Kharkiv Regional State Administration to the Apparatus of the Verkhovna Rada of Ukraine and the Administration of the President of Ukraine. Before taking the oath of office as a civil servant and during the years when he did not work in the civil service, he worked in managerial positions on long-distance sea vessels and on the railway, was a journalist (published in the newspapers of Kharkiv, Lviv and Kyiv, and in 1994 was accepted in National Union of Journalists of Ukraine); was a co-owner and director of several private companies, as well as a top manager in several joint-stock and large state-owned companies of Ukraine. In parallel with the main work, during the years 1998-2010, he was engaged in scientific activities and during this time he prepared for defense two candidate theses in the specialties of public administration and political science, and also became the author of 12 scientific publications on this topic (where he substantiated a number of practical proposals for reforming the system completion of civil service and promotion of civil servants, some of which are fragmentarily included in the norms of the current legislation of Ukraine). Since May 2005, he has been a staff member of the Apparatus of the Verkhovna Rada of Ukraine.
So, in the IV, V, VI, VII, VIII and IX convocations of the Verkhovna Rada of Ukraine, Volodymyr worked as an assistant-consultant to People’s Deputies Oleksandr Karpov, Oleg Radkovskyi, Valery Patskan and Oleksiy Honcharenko – in the following Committees of the Verkhovna Rada:
– from foreign affairs;
– on issues of transport and communication;
– on issues of human rights, national minorities and international relations;
– on issues of organization of state power, local self-government and regional development;
– on budget issues.
Being an experienced, highly qualified, versatile and widely trained specialist, he participated in the writing of almost all draft laws and other acts that these people’s deputies developed and submitted to the Verkhovna Rada of Ukraine for consideration; took an active part both in the organization of the holding and in the development of the final Recommendations of the Parliamentary hearings (which were held in the Verkhovna Rada on June 15, 2016) on the topic: “Strategy of reintegration into Ukraine of the temporarily occupied territory of the Autonomous Republic of Crimea: problematic issues, ways, methods and methods”.
After the beginning of the Russian armed aggression against Ukraine, he accepted the offer (in April 2014) to transfer to work in the Administration of the President of Ukraine, where he worked first as the deputy head of the department of regional, personnel policy and issues of the temporarily occupied territory, and also temporarily performed the duties of the head of this management, and then – deputy head of the department of information strategies.
In August 2016, he underwent a complex operation for resection of the liver, but during two years of postoperative rehabilitation and treatment, he overcame a serious illness, fully recovered his ability to work, and returned to work at the Apparatus of the Verkhovna Rada of Ukraine, where he works to this day.
Volodymyr participated in many international study visits and a number of high-level working meetings, of which he remembered the most:
– Zbigniew Brzezinski (National Security Advisor to the 39th US President Jimmy Carter) – when he, together with RAND Corporation analysts, being in Kharkiv on June 1-3, 1998, took part in the work of the “Round Table” (where one of the participants from the Ukrainian side was Volodymyr), after which he offered to talk to Volodymyr “face-to-face” and left him his commemorative personal award;
– Arnold Schwarzenegger (38th Governor of the State of California); Gavin Newsom (42nd mayor of San Francisco); officials of the State Capitol, Senators and Members of the California State Assembly (in November 2008, in Sacramento and San Francisco);
– Deputies of the European Parliament, European Commissioners (in November 2010, in Brussels, Belgium);
– officials of the Prince Charles Foundation, Geoffrey Howe (Deputy Prime Minister of Great Britain (Margaret Thatcher) and Leader of the House of Commons in 1989-1990, Foreign Minister of Great Britain in 1983-1989); Nigel Evans (deputy speaker of the House of Commons of Great Britain in 2010-2013); Sadiq Khan (junior minister of transport of Great Britain in 2009-2010), members of the House of Commons of Great Britain (in May-June 2010, in London);
– Members of the European Parliament, officials of the NATO headquarters, officials of the UNESCO headquarters (in April 2012, in Brussels, Belgium and Paris, France).
In addition, on February 6-11 and September 10-15, 2017, he participated in the co-organization of visits to Ukraine at the invitation of the President of Ukraine and the Verkhovna Rada, two official delegations of the Parliament of the French Republic:
– the Senate (consisting of 5 senators),
– National Assembly (composed of 7 deputies).
And as a representative of the Verkhovna Rada, he accompanied these delegations both in Kyiv, during their high-level meetings
