This job description identifies the major responsibilities of this position. Job Summary

Responsible for performing a wide variety of duties, some of a confidential nature including (but not limited to) providing integrated support to the Army National Guard (ARNG) Readiness and Environmental Protection Integration Program (REPI), formally the Army Compatible Use Buffer (ACUB) Program.

Collaborates with other environmental professionals and engineers on other programs within ARNG G-9, such as the Endangered Species Act; National Environmental Policy Act, and Clean Water Act. Assists installations in developing or updating encroachment analyses and REPI Proposals or Plans and prepares schedules / sets milestones for accomplishing Program/project goals. Assist with implementing and/or distributing Standard Operating Procedures (SOP's), management controls, templates, and Program guidance for REPI that: establishes financial controls and invoicing requirements for Program auditability; facilitates parcel acquisition (easement or fee simple purchase) for the best-case tangible benefit(s) to the Army; ensures proper retention and storage of real property transactional documents; and standardizes Partner, Installation, and Cooperative Agreements PM annual reporting format and metrics.

Duties And Responsibilities
  • Provides technical reviews of ARNG ACUB documents to include: Special Military Project Cooperative Agreements (10-year documents but annual Modifications); Supporting Documentation Binder for ACUB Cooperative Agreements (10-year document); REPI Proposals or Plan Updates (5-year plans); OSD REPI Requests (Grant Proposals that are valid for 5 years but require annual requests/data) and Funding Requests (Notice to Proceed/Request to Proceed, SF-270s).
  • Conduct presentations at ARNG and DoD-wide Conferences. Attend Army Professional Guard Professional Education Center (PGC), ARNG Professional Development Center, North Little Rock, AR.
  • Coordinate REPI Working Group meetings (annually in person, monthly via Teams) and provide summaries of items discussed.
  • Support and/or facilitate installation Program Management Reviews (PMRs) with: (1) verification of transactions accomplished since last review; (2) development of program progression according to the success metrics; (3) verification of partner contribution calculations; (4) presentation of ideas to financially sustain the program; and (5) prioritizing future actions. Organizes and schedules PMRs and other appropriate meetings for discussion of environmental issues. Establishes agenda topics, tracking resulting actions items and ensures complete staff coordination then develops the PMR report. Keeps Branch Chief and leadership abreast of issues and status.
  • Ensures the REPI Database is updated and accurate based upon the Annual Reports.
  • Ensures the PRIDE database reflects encumbrances as detailed in the Annual Reports.
  • Provides General Counsel Staffing Notes supporting draft deed reviews and other documents.
  • Edit documents as requested by ARNG to facilitate finalizing documents.
  • Coordinate with outside stakeholders (may include other DoD components; Army G9, federal, state, local agencies/governments; private citizens; non-profit conservation organizations, etc.) on actions involving ARNG installations.
  • Coordinate with internal NGB stakeholders, to include the 54 ARNG States, Territories, and District.
  • Provide monthly input on the REPI/ACUB News and Notes.

The position requires 40 hours per week, Monday through Friday, during normal business hours 0700 1830. Position is hybrid with 60% remote / 40% onsite at the facilities at the ARNG G-9 HQ, Herbert R. Temple, Jr., Army National Guard Readiness Center (TARC), 111 South George Mason Drive, Arlington, VA 22204.

Minimum Qualifications, Skills, And Educational Requirements
  • United States citizen
  • Bachelor's degree and 10+ years of experience in finance and environmental stewardship in a military setting.
  • Experience with Form SF-270 (Costing and Reimbursement).
  • Experience with Title 2 of Code of Federal Regulations (CFR), Section 200 and 10 U.S.C 2684a.
  • Experience with Grants and Cooperative Agreements.
  • Detailed oriented with good analytical and financial skills a must.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Teams.
  • Be within commuting distance of ARNG Building in Arlington, VA.
  • Ability to write, speak and interact clearly and professionally with a wide range of stakeholders.
  • Can handle sensitive information with the highest degree of integrity and confidentiality.
  • Extremely organized. Strong multi-tasking and time-management skills.
  • Employee must be able to pass a background investigation and be able to secure a public trust certificate (Common Access Card).
  • Travel is required but <15%.
